I'd like to add Troubleshooter: Abandoned Children to the list. Being a Korean superhero srpg, it's got some unique flavor to it in the category of Xcom-like games vs FFT-like or Fire Emblem-like.

All of the characters have classes/skills they can get pretty quickly once you recruit the character, but a big part of the game is finding/crafting/combining passive skill equips. These passive skills work better on some characters than others and most importantly a lot of the passive skills will have a set bonus when 2-4 of the right passives are equipped together. These set bonuses can be crucial to success. But as far as what you do outside of combat, it's all just prepping your roster for the next combat round via accepting/completing quests and buying/crafting gear or passives.
