However, I’m not sure if ex-council (ex social housing) is a good idea in the long run. It looks like British people don’t like buying flats there :) 2. How to be if we have no clue in “housing condition” question? We don’t know anything about mold, cracks, electrical questions... Would it make sense to have a consultant who will review the flats we liked with us and ask all those questions?
Its depends on the area and the type of tenant etc there's a lit to take into consideration! If you are unaware of them highlighted issues then Id recommend to take a professional along with you or someone you trust that knows what to help you look for

Every property needs something done. 4K for refurbishing is not enough. Get the property checked first for any problems and then make your offer. If possible speak to the tenant also if possible. Make sure no agreement has been reached for rent to be frozen. Do your research first.
