Best pad you think for tac fps? Im thinking abt the crucible but i also dont mind slow pads like the gsr se but i kinda perfer having that low static friction to micro easily

Purely depends on your mouse control level, but my top recommendations would be Saturn Pro, Zero, P-51. I really think anything slower than Saturn Pro/Zero is just entering crutch territory for poorer mouse control.
If you do want that even slower experience with micros still like you have described, SuperbeingsLab Memoria Pro is what you are looking for.

I have not tried Jupiter, but I'd say it's definitely on the slower end just like the Radar, but better quality IMO.

I think they're about the same and the differences are negligible for the most part. TOD may feel slightly slower from being softer though.
