It's an old tradition especially in Germany in which people who just finished their apprenticeship as a printer (so called "black art") are released from their duties. It refers to Johannes Gutenberg who invented book print. The main purpose is to get soaking wet (and a little bit drunk afterwards). I worked in the printing industry for a couple of years, and we did this every year with our apprentices
