Brilliant concept & it keeps a trade alive as well. The U.S. could learn a lesson & promote such projects to get the "homeless" off the streets. They could easily set up similar gov't-funded projects (to eliminate the potential of closing if not "profitable"), offer employment & if the person refuses, their public assistance gets reviewed, potentially revoked & institutionalized or jailed if warrants exist. The truly disabled, who are not capable of employment, should be institutionalized, unless family intervenes & contracts to provide long-term housing/care.These encampments full of disease, filth & crime must be eliminated, not encouraged. Large metropolitan areas with these encampments are flirting with the very real potential for a serious disease epidemic.
