The RF-4C limit was 750 KIAS or Duct Temp Hi Light which ever came first. As long as the flaps are down on final ailerons are ok to use. With flaps down there is an aileron/rudder interconnect. No flap landing (approach) use rudders. In the early days, refueling speed from a KC-97 is around 240 KIAS or whatever the tanker could give you. The biggest issue AA refueling was that the F-4 canopy bow was in the way. Technique was to lower the seat but then it made the stick higher and was awkward to fly.
