It was necessary to dual the road, but the design flaws (abruptly ending lanes and u-turns) make it even more risky to use.

-Driving on wrong side
-Use of wrong u-turns by motorists
-Abrupt end of lanes
-Poor u-turn designs
-Lack of pedestrians walkways and crossing points
are the main issues and the fact of then recurring all along the road evenly on both sides shows design flaw of a hurriedly constructed road.
