When I saved the secured PDF as a different PDF using your method, the new PDF was still SECURED. However, I did need a password to access the PDF to begin with.

Okay you mean encrypted pdf. Try following steps.
1. Open Adobe Acrobat, click "Advanced" at the top of the window.
2. Select "Security" and then click "Remove Security." Click "OK" to confirm and remove the encryption.
3. Acrobat might prompt for the password. If so, enter it and press "OK."
