Type B scaling is to be used when you are playing with a black or art border that forces 4 by 3 mode (non-widescreen). Type A stretches certain graphics slightly horizontally expecting a widescreen mode. Type B displays the graphics differently for a 4 by 3 display. You might notice the characters looking slightly squished when using mis-matched graphics settings. It's weird how they separate these options. Most normie players wouldnt notice how different these changes are becuase they are subtle. There might be a tournament standard reason why they did this.
