*Spoilers* Turns out Dokutah as well as Kalt'sit are remnants of an original ancient civilization, and that Dokutah is most likely a pure Sarkaz untouched by oripathy, unlike the Sarkaz today, and who might have maybe created all culture on Terra for the last ten-thousand years through uplifting the Ancient races that succeeded their civilization.
Same as how Saileach can apparently see the Doctor's hair and asks if he'd like it fixed. But I suppose we have the anime to answer that since we can actually see Doc's face and some hair.
