A teacher need to repeat the points which are essential for the student to focus & remember for ever with out reading the book ! I think if you make it slow , you need to increase the video length/ time ! Ok I let it be ! You know certain professionals are making 1 to 7 hours video !! Any how I am impressed with your classes ! Yes, you are almost right. The case is related to the power of inclusion that is given to the executive. The interesting part is that in this case, the power of inclusion was given without any proper guidelines or standards 😊

Or is it like when parliament gives power to executive we can say it as 'parliament has given power to central govt because central govt also consists of executive'... Mam, am totally confused. This is going to be quite difficult to explain in the comment box, but let me try my best. There are three organs of the government: Legislature (Enacts law), Judiciary (Interprets law) and Executive (Implements law). The head of the executive is the President followed by Vice-President, Ministers and various departments. There are various departments or ministries which are formed to deal with one or the other area like Ministry of Corporate Affairs, Ministry of Environment, Forest and Climate Change, Ministry of Consumer Affairs, Food and Public Distribution. If the statute says that the power is given to the central government to make an order or rules it means that the power is given to the executive to make the same.We can say that it is specifically focusing on the ministry under which the matter of the statute comes in, like Environment Protection Act says that the central government is having the powers to make rules, then it is the Ministry of Environment, Forest and Climate Change, boards, bodies and officers coming under it; Drug and Cosmetics Act gives power to the Central Government to make rules, then it is the Ministry of Health and Family Welfare and the Drug and Technical Advisory Board coming under it is to consulted.
