perhaps - we do not know. They would have been sanctioned and in the time it took to figure out what to do with all the nukes a large power may have invaded to disarm them. That arsenal was about as much Ukraine's as the one America has in Germany, Belgium, Netherlands, Italy and Turkey to the country it is in. Control of this arsenal was in Moscow. Ukraine could have dismantled the rockets and sold the bombs to whoever is willing to pay, and that was what both USA and Russia feared.

Nuclear weapons can guarantee mutual annihilation and can act as an effective deterrent. So fear of weapons always leads to proliferation of these feared weapons in direct way or indirect one. The conclusion - develop weapons, plan it's usage, never fear them. Weapon never kills - it's always someone using weapons kill.

There are winters in Ukraine, but they are not as severe as in most of Russia. the Soviet nuclear weapons did not belong to the zsoviet republics, the same way the US weapons do not belong to the individual states. the same applies to the weapons production, they were manufactured to different plants in different Soviet republics.
