Jimmy, I love the project and I really look forward to seeing it blossom (pun intended!) but honestly, when you include gardening I check out. One of my favorite things about model railroading is the fact that the plants are all fake! :-)
I like what you have done. For me I like concrete, I'm no gardener, as soon as I bought my house in Brooklyn, I put vinka in the front. I wasn't going to buy a lawnmower, and you can't have sheep as pets to cut the grass. Seriously thou my wife is the gardening person and she loves plants and flowers so we have plenty in the backyard. But I'm not the outdoorsy type, I rather be in the basement or in my home office on my computer. So to some up I enjoy other people doing garden railroading, I'll watch from the air conditioning.

Stonecrop is great stuff. Easy to take care of and slow spreading. You should open up the fabric around the stonecrop to give it more space to spread. Also, put in some hens and chicks. Nestle them amongst some rocks and they look great. Add some rocks around the Stonecrop too.
Hens and chicks would look great around your fountain too. Fill in with some cactus or succulent soil around some of the rocks and put in some hens and chicks. They don't need much soil to propagate and thrive, and soon you will have baby hens and chicks spreading all over the rocky areas.
Looks great! Can't wait to see what the railway looks like when the plants get bigger.
A cool future feature would be a rock mountain with a tunnel in the back corner.
I'm thinking about that with a circle of track for an LGB Porter. I love that loco!

I've purchased a locomotive, rolling stock, track and controller and transformer. I'm looking forward to getting started in g scale railroading.
