how does this apply to a propane sauna heater
It doesn't apply to propane heaters; propane heaters are completely different in all inner workings.
Essentially you have just 2 options;

What about wood fire heaters?
You can use Harvia's general guidelines for all wood-fired. With wood stoves, it's not so important. Their inner workings are much more simple; burn more wood to generate more heat. They won't break either, as there's nothing that can break in them.
Is rock maintenance critical or just a good idea?
Just a good idea; most of my friends always keep their rocks the same and have had their saunas for 10+ years. Changing rocks is optional, but you get better steam the fresher your rocks are.
Kinda relates - Using pure water is critical; otherwise, the heater will break. If you use dirty water, your rocks will fall apart as well.
Re: oversizing your heater. I am about to install a Narvi DS 9kW heater and my sauna is 6 cubic metres which I know is a bit much... It has a dial for the heat setting .. can't you just keep that on the low side to stop the heating elements getting too hot?
The problem with massively oversizing your sauna heater is that the stones won't have time to get hot before the sauna does -> your sauna is heated by radiant heat from the elements, not from the heat generated by stones (more equal, more pleasant heat).
*can't advice on Narvi stove sizing as I'm not familiar with the brand.
