I got my charger + surge protector done in PA for $1100. For this he had to run about 20 ft of wiring between the breaker unit and the charger and he did a very professional job. So your quote of 2200 is way too high. The first guy seems to be a little high but if he is putting the surge protector too then it would be a good price.
Yes in Canada I got twice as long cable for $600 CAD 😁
