There are only a few angels that Allah ﷻ has actually given the gift of the recitation of it obviously Jibreal (ʿAlayhis Salaam) and some angels,

I read somewhere today that the reason angels surround gatherings of people where the Qur’an is being recited is because they cannot themselves recite the Quran. Is that true? The exact quote I read was, “Ibn Al-Salah said - the angels were not granted the virtue of reciting the Qur’an. Due to that, they hasten to listen to its recitation from mankind. Hence reciting the Qur’an is a blessing that Allah has honored you with.”

Answer:
Praise be to Allah.
This is one of the issues that go under the unseen, known as “ghayb” in Arabic. The only sources of knowledge about such issues are the Qur’an and the Sunnah. As far as we know, there are no sources in either of them stating that the angels (al-mala’ikah) recite or do not recite the Qur’an. Neither was it mentioned in either of them that a part of the angels’ acts of worship is to recite the Qur’an.
As for the gathering of angels around people who recite the Qur’an or remember Allah Almighty, it does not necessarily because they do not recite the Qur’an. It may be just delight of and supporting to those who are reciting.
Having said this, we should also point out that there are no deeds or acts worship based on such matters. Hence, you should not bother yourself so much with them. Rather, a good practicing Muslim should concentrate on the practical matters and the more beneficial for you in this world and in the Hereafter.
