The reason Tsubasa used Smashing Claw is because Eagle had no space to wind up. Even Counter Stance and Counter Smash require a small amount of movement. Only Smashing Claw can directly attack an opponent from this position. Shining Tornado Buster, if it was even usable, would also have blown away Fox and Lyra.
Crazy that it was bait, like what are the odds they would just run in when they are just pretend acting in what seems to be in the middle of a hallway with no one else around in the background.
