Hello bhabhajit, if ascendant is of 29° or 1°, than each sign is divide in 2 house, than how do we calculate chart or even ashtkvarg ?

Bro .. has not been able to grasp the concept that if venus being the 12th lord of abroad is interested in 9th house of higher edu and long distance travel means she will def go to abtoad for masters but what does it mean that 9th lord who is giving only 1 point to libra ? Same goes to if 12 lord gving points to acsendent means he will keen to go abroad but what does it mean if mars being lagnesh is only giving 1 yo libra ?
