What are the different reasons due to which it is not easy and also time consuming for the government authorities to make a decision and clarify their ultimate goal?
Since governments aim to cater for all people; they usually go on public participation or public comment to hear everyone's viewpoint and to consolidate such view in their plans. In most instances, this is what takes up most of the time. This is also to ensure that they accommodate everyone. In some countries, this process of public comment is legislated (meaning it is required by law), so government authorities cannot runaway from it.
