This reply is two weeks late, so you might have found out by now. If you're not bothered by spoilers for the fourth world, assuming you haven't reached that point already, click read more.
In Sunbaked Desert, there are three switches in the mirage area where you can also find the courses 'Armads on the Roll' and 'The Desert Mystery'. Hitting these switches will open a path to another course, 'Rolling-Ball Hall'. There is a hidden pipe to the far right of this area that will lead to the place you're looking for. This is not required for 100% completion, and there is no course located here.
If you've already known this, this information could still be useful to someone else who was wondering the same thing and clicked on your comment.

I think you have to open ALL secret world entrances on EVERY world. There are 7 worlds, therefore 7 entrances, to the 8th secret world.

It's most likely dd/mm/yy instead of mm/dd/yy.
In essence, it that format starts with day month year instead of month day year.
That time is October 19, 2023.
