There are mods you can download that use simple AI routines to create traffic. As for the timing, that's just a lot of trial and error, and it likely takes him a week or two per crash.
Can someone please tell me how the hell you get all these quality mods? I can't seem to find any decent mods these days. Everyone I find has tons of comments complaining about bad mesh and shit.
