i live on vancouver island so not really knowing much about the place your at, I do know the destruction sea urchins can do clearing an area of kelp which helps protect fish is that the reason it seems so devoid of life, or that normal for the area
When you fish the kelp beds do you anchor your float out as well? I’m coming back to CA and I had some folks tell me I won’t be able to use my raft float out there.
I am using the float only in that area and yes I am anchoring it . there are many great whites close to san Miguel that is why I like to use the float to avoid carrying fish on me.

try not to shoot sheep head...more sheep head = less purple urchin = more kelp = more wsb and other fish
