You put the wrong gasket on between the carburetor and the black plastic insulator. The gasket you installed first, needed to go between the engine block and the insulator. Then the gasket that has a small hole located within it, next to the main hole in the gasket. This is important to get correct so the carb can bent properly. This was likely causing the surging problem. The 3rd(last) gasket you did put on correctly. Peace out. 😎✌
