i want to make every mob/item stop but i don't want to use mod, can command do this?

Command Idea:
Make it so when you hold an item in your hand, you grow and another one that when I hold it, you will shrink.

I never can get chain command block with conditional to work. Or maybe its because the testfor command
Can u correct it
