It's fairly specific to him but he's a Yorkshireman who's had to shift to RP down south, and so possibly to compensate from a young age he learnt to RP in a very slow and deliberate, over-enunciated way - especially for public speaking. Jeremy Clarkson is in fact the other biggest example I can think of, and maybe there's a hint of it with Patrick Stewart (all of whom have hosted the show). But because it's about how he individually adapted, it can be more specific to the person. Unlike Clarkson, Hague has also doesn't have the southern TRAP-BATH split, for example the 'a' in 'after' is the same 'a' in 'fan', as well as a hint of the FOOT vowel in 'nothing' - so he's preserved a few Northern traits. Otherwise he has a certain creaky voice, like a posh version of vocal fry, that sounds like he might have adopted that to sound posh and educated from a young (and insecure...?) age.
