We saw in the anime that Orochi's dragon tentacles are at least faster than Awakened Cockroach who at the time was out-speeding Genos who at the time was fast enough to force Sonic into using 10-fold-funeral. I'd guess each of his dragon tentacles are at least as fast as Sonic, if not faster. And his main body is probably faster than that. I'd say he's probably as fast as a not-serious Flashy Flash. I'd go on to even assume each of his tentacles are low-dragon level.
Expect they didnt outspeed cockroach. If u look at when it captured the cockroach not only it captured him offguard because he didnt expect it coming but also cockroach didnt even have his legs because of his battle with genos 😂 so no its not as fast as genos or sonic or anyone else .

In my opinion retcon Orochi without the Gaia cannon is just as strong as pre retcon Orochi, I think retcon Orochi is just original Orochi with a final move added on top. Speed wise I think Orochi comparable to release Boros as they were able to react and dodge casual Saitama in a very similar fashion to released Boros, and this is supported by the fact that Orochi was able to casually react to half monster Garou multiple time, who seemed just as fast as Sonic when they were still a human. I think the combined efforts of Overgrown rover, Elder centipede could maybe take the majority against Orochi, and obviously if you add Goketsu as well than they definitely take the majority. Side note I honestly think the only reason the fight between Saitama and Orochi was retcon was just because of how expensive and time consuming it would have been to animate the original fight for season 3.
Oh yay, I forgot to mention it, but you can get a pretty decent estimate for how long the Gaia cannon takes to charge just by comparing how many panels it took to charge the Gaia cannon, to how many panels it took to charge the collapse Star roaring cannon, the collapsing Star roaring cannon took 20 seconds to charge in the show, and Orochi charged the attack in half the amount of manga panels, meaning the attack took 10 seconds to charge.

Thus Garou becomes the monster he wished to be. Sage and OCW are meh additions at best.

Mid diff Medium difficulty
High diff High difficulty
Extreme diff This means that the characters are on a very, very similar level

Orochi is far stronger than all the Cadres because his scaling & abilities are greater than what the Cadres have.
Orochi is stronger than Psykos who can no diff Gyoro Gyoro who is much stronger than Elder Centipede.
& there no proof that Platinum S knows how strong Elder Centipede is, so it’s possible that Platinum is only slightly stronger than Elder Centipede.
& since Orochi can fight like Garou, he can move like Garou as well. & since Orochi’s scaling is so high, his speed will be greater than Platinum S’s speed.
