They can make a good family pet, but they should never be the sole responsibility of children. Pets are an adults responsibility. I recommend getting them from a responsibility breeder over a rescue or pet shop especially when kids are going to be involved as the temperament is going to be easier.
It depends on the rats' size and maturity. Some rats will be ready at 8 weeks others will need much longer to grow and mature. They should be big and confident enough to hold their own in a disagreement. Generally, people advise at least 200g for bucks and 180g for does but I think you need to go off how big they are compared to your adults, and wait until they're a third to half the size of the adults.
Oh my god! I found out for myself that the breeder from Bedford breeds his rats and sells them cheap due to that he's providing his snakes with fresh rats! Avoid these people at all costs!
I mean I don't mind either, but his communication skills are horrible, he insulted a 14 year old that I know who was only trying to ask questions on how they are treated etc

I don't mind people who breed their own food as long as they're treated well and not fed live. Does he feed them live?

I'm not sure on this, but it's definitely frozen or a bit of both x
He also did say that he doesn't care on where they go, he just wants them sold. Atrocious I know 😔
