The sheriffs mainly focus on things such licensing, cars with fake license plates and other orders issued by courts. NYPD is just another city police force that focuses on a much more wide variety of things.

Thanks. The large tow trust is most likely used in case a police/fire department or any other large vehicle breaks down or has maintenance issues.

Yep. Usually you can tell if an unmarked car is NYPD by the light pattern. But the truck at 10:25, I still have no clue what agency that is.

That truck is used for barricades mainly. It can carry police barriers and fences.
