I think it's too early to scale them out of the picture, you talk as if one team will stay "bad" all the time, AP Bren was having their downfall after M2, but look at them now.
ONIC's performance in MSC was sucks, but judging by their most recent international one(ESL), they still have a potential to catch up, they are just right under the top 3 team in the world atm(AP Bren, TLPH and SRG)
