i think angle grinder is doable if you construct something like a milling machine where you can accurately drag it across and using a flat cardboard grinding disc ontop of that, totally doable.
angle grinder with flap disc could take the worst, then dye all over the top and sandpaper with superflat block ontop would show what needs some extra care. very doable.

The method that I used to rectify the head is that of the 0.29 minute, the important thing is to have a smooth and uniform plane, then you have to push not only from one side to the other but also diagonally with an alternate direction, in one direction and then in the other, exercising the pressure in the most central and balanced way possible, as shown in the video at minute 1.17.
I had a used Fiat Tempra that at the minimum fluctuated too much, I could not regulate it with carburation because it obviously didn't depend on that, I decided to dismantle the head and saw that it had been tampered with, there were rough signs made with the file.
Buy the head gaskets and sand the valves, reassemble it.
After work I felt it turn like a clock even without having to re-calibrate the carburetor.

Actually you can get it surfaced to spec with an angle grinder, but only if you know exactly where to remove material, how much to remove and if you know how to hold the grinder to remove less. In other words, only people who have a decent surface plate, dial indicator or special metal scraping paint, etc CAN get it flat enough to meet specifications.
The obvious thing here is that those that do have these kind of measuring instruments usually have the pro tools to surface the deck properly.
