El cambio climático se puede mitigar, pero no se puede revertir. Uno de los focos principales son las distintas estrategias de adaptación a las nuevas condiciones. El fortalecimiento de nuevas capacidades ponen en primer plano el problema de la gestión del riesgo, la protección civil y una cultura de la participación ciudadana.
