If I remember correctly, maces aren't necessarily more powerful than swords or other weapons, they just have a different function. Maces were primarily wielded by nobles and rich people, which is why the scepter was originally a mace. Swords, axes etc. are fantastic against flesh, as you can just cut into your target, but eventually, they stopped being particularly effective, as armor was getting more and more advanced. And when plate armor hit the scene, swords were fairly useless, as the slashing couldn't penetrate the armor, or at least not effectively, although using the cross guard as a kind of hammer by gripping the blade was reasonably viable. And that's where maces or warhammers are effective. The hits bludgeoned the armor, so not only did the impact hurt by itself, it also made it harder to move in the armor if it's deformed. I'm not historically well versed, so I might be wrong, but this us what I remember reading, when I was researching weapons for my cleric. lol
