Mahajanpads r mentioned as Independent Janpadas these Janapandas were under the Magadhan rule during and after Buddha's rule. Even Bactria, Gandhara, Kamboja , etc. R mentioned as INDEPENDENT KINGDOMS during Buddha's period they were under the rule of Achaemenid Empire. So how can u date Panini to later Period???? He lived sometime around 600 BC or before.
