Go check out the original Cello version of this piece. Those high notes in #2 are often voiced high to add uneasiness. On this instrument you can achieve this by using the lower vent for those notes to make them tend sharp. When using the "correct" vent the instrument is fairly well in tune (at least by bass clarinet standards).

Very cool. I like the sound! I bet a F bass clarinet might be cool too. Would make it a bass basset horn. Can use contra alto mouthpiece.
They used to exist, they were known as contrabasset horns and are very rare as of today
