Pro Tip! There are some blue gas plants near the second building. (first seen at 26 seconds) Blow those up to destroy the entire second building with shockwaves instantly! Then you have lots of time to do the rest of the level.

I'm pointing this before watching the video. I was able to beat this level back in the day on N64 (I must have beaten it, because I got much further in the game), but I can't beat it now playing it on emulator. Let's see if this helps.
You can't be holding R sliding around the entire time, only targeted right when you need it - then let go. Drive the Backlash, don't let it drive you. I have an unofficial world record on my channel for the tutorial level.

I could never get the hang of drifting it so I just rammed the buildings. Hahaha. XD

Nah, Diamond Sands is easy. Oyster Harbour is by far the hardest.
I always hated using Backlash, that vehicle was always a pain to use, especially in Angel City
