I think the pen modifier of the howitzer from the air strike in the hanomag was actually +2 since top armor AND open topped. They stack. +3 from HE 3” means when you rolled a 2 you got pen 7. So you should’ve rolled on the lesser damage table!

Pacific campaign is currently filming, and I tell you - having separate order dice for each unit REALLY forces your hand, and will be released for our Patrons next Friday (this coming Friday there is the Scouting Mission, when the USMC are washed ashore, to determine starting positions for the game proper).

I concur. It’s stated as you described on page 387 in the ebook that vehicles that Panic simply reverse and go down.
