I really like space opera music of this type! When I try to run the Star Trek Online program, I can use background music tracks like this, for scenes where my Starships are "heroically arriving at Earth Spacedock".
This was a teens-in-space movie. Some breakaway colony becomes militaristic and challenges the rest of humanity for control over some paradise world called Miraaz or something like that.
I have not seen this since 1996...I thought it was awesome back then and it isn't bad even now. Not sure why it never got made. Only thing which bothered me was if that guy was so frightened to die then why did he hang himself instead of die fighting?
Had he survived, he was tried by the crew for crimes that would see him court marshaled, or at the very least he would lose his career in the federation. Not many options left after that.

Actually, the breakaway Cynosurans dressed in uniforms that looked like the German military.
