Imo Margaery Tyrell was probably the best at putting herself in control of any given person or situation. Learned from a pro (Olenna). Daenerys had the most raw power at her height but was too impulsive and vengeful to keep it... didn't have the PR mastery, politically savvy, or ability to ingratite herself of Margaery. Sansa grew as a leader but does share some of the Stark tendency to hold back on the basis of honor... plus she seems to have learned some of her tactics by observation from Margaery. Cersei was rarely ever in actual control herself, much as she liked to think she was. Her ruthlessness and immorality was about all she had going for her and getting her wins in the game of thrones, as she was otherwise routinely outplayed (By members of the small council, by Margaery and the Tyrell’s, by Tyrion, and even nearly by Ned Stark), requiring bailing out from her father, littlefinger, or other more effective players. She was generally disliked, couldn't quash the rumors about herself and Jaime or salvage her reputation, and never really tried to. She had no mind for controlling the perception of others and the power of ingratiation and "creating quasi-debt through kindness" seemed to be lost on her. Ultimately she couldn't even control her own sons, with both who took the Throne being more inclined to listen to Margaery. Margaery Tyrell was probably the best shot Westeros had at having a good Queen effectively in charge. Interestingly she also likely would've been, partially as a result, the most effective Queen for the good and future of the realm. Hard to say the Tyrell’s didn't do well for the Reach, at least before their downfall.
Sansa learned from the best ( Ned,Cat,Robb,Margery and Jon ) and the worse;BUT the best players ( Cersei,Littlefinger,The Hound,Ramsay ) Tyrion falls somewhere in between.
