I think you timed the engine to fire on the exhaust stroke which means when you go to start it will backfire though the carb. You are 180 off with timing ignition spark

I didn't see the oil slinger on the crank when you installed the timing cover? Also notice you don't use the water bypass from the pump to the head? Thanks for sharing.

It's there. A camera shadow must have block it. And I've never used the water bypass, only seen it to supply a heater.

50/50 sometimes previous repairs drill through. I treat them as through holes

Yes, there is an oring that goes on the base under the adjustment plate. They all should have it.
