Reversing the Sanctuary is the best idea. There are countries in Europe (Slovakia & Norway to name a few) that stopped programming where people live off the system - and the people LEFT! They were only there for a handout

Stop feeding them, it's a primal instinct to need to eat, that's why people work, to obtain food and shelter, you give them food and then they make shelter in moderate climate there is no reason for them to change. You ship them to Alaska, and they will have to build shelter if they want to survive the winter, and need to find food.

They get a check every single month. Most of them do if they don't want to pay rent they don't want to pay taxes. And they can't have people Uber their house when they got a free of place to stay and they got to keep it clean and they can't do drugs and they can't drink where. They have these apartments. Now, if there is a small percentage of people that do want it, but they're not on drugs, if they are not enough so it doesn't look good on t v.When you give them the apartments, that's part of the problem, too
