I got the exact same snowman but he also had the exact same problem, but I opened him up and got him working again. But the main problem is that if it's not used for a long time, it will not work properly. You can try open them up and try spinning the Drive pulley where the motor is and it could work properly, but you have to cut the Snowman up in order to access the mechanism.,

Or another option you could try by telling someone that you could send it to them so they can repair it
