- Many municipalities in South Africa face substantial financial challenges, rendering them unable to fulfil their obligation of delivering essential services to their communities. A prevailing culture of non-payment further jeopardises the long-term viability of numerous councils. But there are beacons of light and councils that are well run that could serve as examples to the ones that are struggling and are in danger of collapsing. Two councils have been singled out by Ratings Africa as the most financially sustainable municipalities in the country. In its latest Municipal Financial Stability Index Midvaal and Saldanha Bay came out as the two best-run municipalities in South Africa. The DA’ Executive Mayor of Saldanha Bay, André Truter told BizNews what his secrets for success were and said he was more than willing to share best practices with ANC-run municipalities. At the core lies zero tolerance of corruption and theft, and the appointment of qualified individuals.

We were in Saldanha on Monday and loads of people were out keeping the streets clean, and road improvements were being carried out. But the gem was to go into a nature reserve along the coast with nature being safe guarded for future generations and its managed none other by the Municipality. Well done indeed.

All I can say from personal observation.. this community is in crisis. If they are the best it's a screaming indictment on the extreme level of human depravity that persists in this land of blood. I am sure they are doing a relatively solid job here the issue is the social fabric has been raped.
Social fabric been raped by who? What or who does the social fabric consist of? Which towns fall under Saldanha Municipality? They have a large export harbour too.
@gysgijsbers4202 The 3 main centres are Vredenburg Saldana and Veldrift also includes jacobsbaai paternoster and St Helena amongst others. Social fabric I would define as the cohesion that spins an interwoven Web of community and personal connection into a over arching structure. This structure can and do inform many aspects of everyday life. These include amongst others and in a political sense spisificly things like Health safety education economics ext. I use rape in the normal sense where it is equal to violation. This social net has been violated has suffered the ravages of a community in decline. The markers laid out above has for example been at the hart of sutch violations. The export harber you speak of does exist and is geared around exporting minerals brought to the harbour via a single rail head. This export harbour forms a closed loop . It is economicly poorly integrated into the local society and I would go as far as to say its net impact has been a negative contribution to the social fabric at large.
