Some of those settings options don't appear in my phone (google Pixel 4a) tried them all but still having the same problem. A small clock appears under the text the disappears and the words 'Text not sent, tap to try again' re-appear.

My pixel 7 came with a 5g sim card. My Galaxy 9 sim card fit perfectly into the Pixel. But the Pixel needs the 5g card to work calls and texts.
