Following...During quarantine , I understand that the goats should not mix in their structures...what about during day time when feeding on free range grazing? can the new stock be mixed with the old stock during free rang feeding?

That wont be quarantine. It must be complete quarantine. They will only mix once quarantine is over and you see no cause for alarm

The crosses do well since they get adaptability traits from mother (born in Kenya) and some carcass weight increase from the father’s side (exotic breed)

is it advisable to cement the floor for them? structure 1?

Not a must but incase you want to easen cleaning you can put rough cast (floor should not be smooth as normal house floor). During cold season you may have to put some Muraa or Hay to ensure floor aint too cold.
