That depends on execution. If someone wants forest already big enough while the house is ready to live in. Also, there have been cases of forest getting disturbed even destroyed due to bad management at construction site.
Conventionally you clear the forest, put in utilities then plant. But this is not conventional what would happen if we planted this first waited 20 years then build small building with the newly grown material on site?
