You need to connect Cpu power cable to motherboard as well beside 24 pin cable. Everything is shown in video.. Rest cabinet's power on/off switch thin cables need to be connected to motherboard bottom side on thin power pins to power up pc..

Fans start when heat is more. When heat is not much, fans stop automatically in powersupplies to save power and to lower the noise.
