Precisely, Dark Josie is definitely inspired from this show! I am not sure if anyone from Buffy also worked on Legacies series, but Buffy The Vampire Slayer has been referenced in many other Vampire TV shows and movies. It would make sense that the writers of Vampire Diaries and Legacies just knew of Buffy and wanted to bring in elements in from the show.
