You definitely can. You can check out some of the game cinematics epic has made with unreal engine. Just need to design the Niagara systems or buy them

I loved this series.... in 3 hours from nothing to "Phase" (Another free asset from UE5) Bitch slapping, Moaning with a blue aura around her hand.... very nice indeed. Thank you very much
