Why did the cop say to the first woman scuse me twice. He should just say move. An exclusion zone should be made so horse can’t bite and idiots can’t touch.

You are right. I think alot of the time their mindset is, " You'll be glad later when you have the picture" type thing.
Yet the twins were calm and happy two minutes later when Mum carried them back to the horse. Seems they couldn't stand being a few feet away from her.
