Garuda is a demonic entity that gets stronger when he faces an enemy that seeks power (Satsui no Hadou, Psycho Drive), and gets more evil when the enemy is vile (Akuma, Bison, Evil Ryu, even Oni). He is basically built to be always one tier above any villain potentially making him the strongest (as music theme indicates). Take all those intentions away and he can be easily beatable (Ryu with the Power of Nothingness).

He is a being fueled by his opponents strength, after all. The battle is one of...if not THE most brutal defeats Akuma has ever suffered. Edit: This is also why Akuma never appears in Ex2 or Ex3. His defeat at the hands of Garuda left him so badly wounded he had to hide away and wait for someone else to defeat the creature.

One of the best themes in any fighting game (no, make that any game!) ever! The part where it cuts into the drum solo, and then the twin guitar solos is just beyond awesome! Fighting Garuda was always made a lot more intense because of his theme, I love it! Street Fighter EX had some totally badass tunes on it. \m/
I feel like Garuda and his musical themes are commentary on obsessions with fate and the static villain vs good guy dynamic. People who try to find comfort in power will only keep finding stronger opponents than themselves and the ritual to gain more power continues onward and onward. The force that stops you from becoming the best is immortal and unstoppable, yet a stagnant, repeating image.
Would love to see Garuda and Kairi in the mainline SF universe. Man they would do so much damage story wise. They would be among the strongest characters.

I m suprised no one mentioned ; Garuda is some kind of entity seeks power by absorbing it's victims/enemies. He was succesfully defeated by Hayate (referring SFex2 Lore). But problem is to prevent this entity you gotta prison it to the body. After defeated by Hayate this one became one with him ( That's why you are seeing Hayate Meteor Combo + His Sword in SFex3 if you play with Garuda). Still don't know if this entity can be removed existance by somehow.
